Arpio states cross-account and cross-region failover on AWS on its home page. Cloud Rewind restores to isolated recovery environments but does not detail cross-account steps on the pages we read.

Do Arpio and Cloud Rewind publish RTOs?

Neither publishes an RTO figure on the pages we reviewed. Arpio publishes RPO targets (as low as 15 minutes in Standard, real-time in Premium).
