HCP Terraform for cloud disaster recovery: the infrastructure-as-code baseline

Short answer

HCP Terraform (formerly Terraform Cloud) ranks seventh (41.7). If your environment is fully in Terraform, re-applying it is a real recovery path, and HCP Terraform adds state history and drift detection. It rebuilds nothing outside your code, protects no data and has no recovery workflow.

What does HCP Terraform restore after an incident?

HCP Terraform stores your Terraform state and its history, and lets you roll back to a previous state version from the UI. In the Standard and Premium editions, health assessments detect drift and run continuous validation. To recover, a team re-runs its workspaces against a healthy region or account, which works only for resources that are already in code and only as well as the team has rehearsed it.

How does HCP Terraform score on each criterion?

Infrastructure coverage beyond data 20%40

Can only rebuild what is already written in Terraform; resources created by hand or by other tools are outside its reach.

Recovery automation 16%45

Re-running a workspace can rebuild infrastructure, but there is no recovery workflow, dependency capture or failover.

Cross-region and cross-account rebuild 14%50

Code can be pointed at another region or account, which the team has to design and test itself.

Drift and change history 12%80

Health assessments detect drift and run continuous validation, in the Standard and Premium editions only.

Restore as code (IaC generation) 10%30

Stores code and state history with a UI rollback of state, but does not generate code from existing resources.

Data protection depth and cloud DR track record 18%5

No data protection.

Pricing transparency 10%60

Pay-as-you-go with a $500 credit is published; per-resource rates sit in an IBM pricing table.

Weighted total 41.7 out of 100, rank 07 of 8. How we score

Where does HCP Terraform fall short?

It cannot capture resources created in the console or by other tools, so coverage depends on your code discipline. There is no dependency capture, no one-step restore, no failover and no data protection. HashiCorp itself warns that replacing state can orphan or duplicate resources.

What does HCP Terraform cost?

Pay-as-you-go with a $500 credit; Flex plans; Enterprise self-managed. Per-resource rates are in IBM's pricing table.

Who should shortlist HCP Terraform?

Every team in this market should know its baseline. If your estate is fully codified and you rehearse rebuilds, HCP Terraform plus a data backup product may be enough. If not, the gap between what is in code and what runs in production is the problem the tools ranked above it are built to close.
